Canada to cut immigration levels

Canada announces intention to reduce immigration by 20% by 2025.

According to the plan released on October 24, the government has reduced the permanent resident admission targets for the next three years:

  • 2025: 395,000 (instead of 485,000 for 2024 and 500,000 in the previous plan).
  • 2026: 380,000.
  • 2027: 365,000.

While the total number of immigrants will decrease, the government is increasing the proportional share of economic immigration. The PR targets for economic immigration programs for 2025 are reduced by only 17% (from 281,000 to 232,000). More than 40% of economic immigrants will be from temporary residents already in Canada.

The new plan also places limits on the number of temporary residents (workers and students) for the first time. The government intends to reduce their share of Canada’s population from 7% to 5% by the end of 2026. The number of temporary residents is expected to decrease by 445,000 in 2025 and another 445,000 in 2026, before increasing slightly by 17,000 in 2027.

This decrease will occur due to:

  • Transition of temporary residents to permanent status;
  • Expiration of their status.
